Atheists and believers aren't so different. For both, ideas about how to live their lives in both the short term and long term literally just pop into their heads; but the believer thinks these ideas come from God. But both still have to determine which ones to follow - they both have to use their best judgment. Even though he's God, he's not any clearer than what arises from the subconscious of the atheist.
